Ms Olivia Nip, JP
Role:
  • Promoting the adoption of technology and innovations in business methods to improve public services in meeting community needs
  • Supporting the Government’s agenda for innovation in the public sector
  • Working with bureaux and departments to improve regulatory regimes and coordinating the Government’s efforts on business facilitation
  • Serving as Secretary-General to the Social Innovation and Entrepreneurship Development Fund (SIE Fund) and overseeing its operation
  • Being the Head of the Management Services Officer grade

Deputy Commissioner for Efficiency
Mrs Patricia Lau
Role:
  • Supporting the Commissioner for Efficiency in promoting Government’s agenda for innovation, technology adoption and public service improvement
  • Identifying international trends and best practices, and building partnerships with bureaux and departments, external partners and stakeholders to identify areas for improvement and innovation
  • Contributing to the formulation and implementation of Government’s change programmes and initiatives, and the building of awareness, readiness and capacity on change agendas within the civil service
  • Overseeing consultancy services provided to bureaux and departments
  • Overseeing the operation of citizen-centric services in the Efficiency Office including the 1823 and Youth Portal

Assistant Commissioner for Efficiency (Business Facilitation)
Mr Andrew Kwok
Role:
  • Servicing the Business Facilitation Advisory Committee and its Task Forces
  • Chairing the Business Liaison Groups covering different business sectors
  • Monitoring World Bank’s publications on international competitiveness of Hong Kong
  • Working in partnership with bureaux and departments concerned to develop targeted reform measures in connection with World Bank’s Doing Business Report
  • Overseeing and coordinating bureaux and departments’ business facilitation efforts under the “Be the Smart Regulator” Programme
  • Developing and implementing business facilitation programme, and overseeing and coordinating the conduct of business facilitation initiatives

Assistant Commissioner for Efficiency (3)
Ms Elsa Hung
Role:
  • Leading projects in researching and promoting best practices as well as identifying opportunities to drive service improvement in the public service for the following subject areas:
    • Social Innovation
    • Complaints Handling
  • Leading the operation of the SIE Fund in respect of Government and community facilitation as well as fund management and administration
  • Leading and supervising project teams to conduct Government-wide and service quality related surveys and research

Miss Loretta Yuen
Role:
  • Leading projects in researching and promoting best practices as well as identifying opportunities to drive service improvement in the public service for the following subject areas:
    • Modern Engagement
    • Youth Engagement
  • Directing the marketing and communication programmes of the SIE Fund
  • Managing and developing the web portals, polling and survey platforms, including the operation of Youth Portal

  • Directing, implementing and monitoring projects in response to the Government-wide initiative to build up civil service capabilities

  • Directing and managing 1823 to deliver quality enquiry and complaint handling services to the public

Role:
  • Leading projects in researching and promoting best practices as well as identifying opportunities to drive service improvement in the public service for the following subject areas:
    • Design Thinking
    • Human Resources Management
  • Advising bureaux and departments on the procurement of external management consultancy service
  • Managing the Management Services Officer grade

Principal Executive Officer (EffO)
Mr John Chan
Role:
  • Supporting and advising Commissioner for Efficiency on matters relating to innovation and improvement programmes and opportunities for improvement in administrative systems and practices
  • Providing oversight and direction on provision of administrative and secretarial support to the SIE Fund Task Force, and of administrative support to facilitate social innovation and entrepreneurship development in Hong Kong
  • Overseeing resources management and administrative support services
  • Ensuring administrative support to client projects, change management initiatives within the Government, and internal initiatives
  • Being the Departmental Complaints Officer
